What branch of government is responsible for the homeless?

This is for Arizona and by branch of government I mean the Judaical Branch, Executive Branch, and/or the Legislative Branch.

Thanks for the help!|||Health and Human Services.|||do you really think they care about that?|||No branch of government does or should do that. It's up the homeless people to get themselves off the streets|||Try the Immigration department and its funder's, if they stopped letting them in legal or not you might have a few more homes to spread around to the indigenous population ?|||In the US, NO branch of ANYTHING is 'responsible' for the homeless. Americans are not responsible for the suffering we cause because we are exempt from responsibility. We are an informal concentration of selfish individuals that just happen to occupy common geography, we are NOT a society. (Not my opinion but the truth. Try calling an elected representative and asking the same question. You may not hear it word for word but I assure you, you will get approximately the same answer.)
