Why do you hink the legislative branch does most of its work in committees?

Please help me with my home work i have a U in my social studies class and need help bad! Here's the rest of the questions,

How can congress check presidential veto?|||1: the reason the legislative branch forms committees is to try to improve efficiency; the committee structure means a small number of legislators spend more time examining an issue then report their findings to the full body of the legislature. It is intened to allow for nearly all decisions of the congress to be examined in more depth before the full body makes a decision.



2: the reasoning behind lifetime appointments is to try and remove some of the political pressures facing those who run for office; ie, to "remove electoral politics" from judicial proceedings. Although federal judges are appointed for life congress may impeach any federal judge (it's rare but it does happen from time to time).



3: The Vice-President assumes the office of the presidency in the event of the president's death or in the event the president is incapacitated and cannot perform the duties of the presidency. As well, the vice-president presides over the Senate.



4: A law becomes a law only when congress proposes and the president either agrees by signing it, or by allowing it to become law without signing it. The president also may veto any bill sent to him for signature. So, the idea is that both branches of government must work together to get anything done. One example continually occurring is in the area of foreign policy. A president may negotiate a treaty with another nation but that treaty must be ratified by the US Senate. While the president appoints cabinet secretaries, like the Secretary of State, the US Senate must approve of each cabinet member.



5: The Judicial branch interprets the law.



6: The Judicial branch may declare a law to be unconstitutional. So, although the legislature may pass a law and the president might also agree with that law the judicial branch can declare the new legislation to be unconstitutional.

10: Congress may override a presidential veto (except for a "pocket veto", as explained below) with a vote of two-thirds of the entire body, meaning by a vote of 2/3 of 435 voting members of the US House and 2/3 of the 100 voting members of the Senate.



A president is allowed 10 days (not including Sundays) to sign any bill sent for the signature of the president. If congress is in session and the president does not sign the bill in that 10 day period the bill becomes law without the signature of the president.



Congress may not override a "pocket veto" which occurs if the president simply doesn't sign a bill and congress adjourns (meaning congress ends a session) before that 10 day cycle has completed.
