What branch of government has the most power to affect civil rights?

What branch and why do you think that?|||Realistically, the Supreme Court has the most power to do anything. It has the final say in all matters, and no one can do anything about it. They just don't use that power very much.|||Congress passes the laws and the Justice department enforces the rules.


Holder doesn't enforce the rules against blacks and illegals. Yes that includes ICE and Black Panthers (Muslims).


FYI Eisenhower(R) sent a civil rights bill to congress in the 50's and LBJ (D) shelved the bill because it gave the right to sue for Blacks.


FYI We wouldn't have needed a civil rights bill if it weren't for President W.Wilson(D) enacting the Jim Crowe Laws which made black people 2nd class citizens and allowed segregation.|||The legislative branch (Congress) is the only branch that can propose laws, and is therefore the only branch that could do anything to affect civil rights.
